1. Preheat oven to 375 degrees F (190 degrees C).
  2. Place the pan on a baking sheet and bake for 10 minutes.
  3. Remove from oven and let cool for 5 minutes.
  4. Pour off all but 1 tablespoon of the cooking oil from the pan and add it to the cooling oil. Add the garlic, salt, and pepper to taste. Pour in enough water to cover the pan by 2 inches (5 cm). Bring to a boil over high heat and then reduce heat to low and simmer for 30 minutes or until tender. Serve hot with your favorite dipping sauce.
